Has Abu Dhabi replaced Dubai as the UAE’s legal hub?

There have been many discussions focussed upon whether Dubai is losing its top position within the Middle East with regards to its legal power. Dubai has always been the centre for legal businesses thanks to its strategic location, open business environment and adoption of common law regulations. Wherepreviously Dubai was the only option for foreign investors, these organisations are now weighing up the various options associated with other countries in the Middle East.
